嘉義地院7名法官報到

【徐彩媚／嘉義報導】嘉義地方法院有7名法官報到，今天由院長陳朱貴介紹，其中2人是回任，審判長張道周留職停薪，到美國華盛頓拿到法學博士學位，法官康存真則是去夏威夷大學進俢法學碩士，其他為吳育汝（女，49期，刑二庭法官）、康敏郎（男，50期，刑一庭法官）、楊鑫忠（男，50期，簡易庭法官）；新分發法官，黃逸寧（女，52期，簡易庭法官）、張佐榕（男，52期，刑七庭法官）。

由於嘉義地院被司法院選為人民觀審制試辦法院，人民觀審制或陪審制較適合台灣，引發熱烈討論。康存真表示，她在美國參加多次和陪審團制有關的研討會，不少專家學者都認為，陪審團制度是種包袱，以韓國和日本的人民觀審制較符合台灣國情。張道周說，美國是民主國家，和亞洲的菁英制度不同，他們也較富有質疑、批判精神，人民觀審最後審判權是交給人民或法官，仍在討論階段，這也是模擬法庭要探討的重點之一。
